A NASA researcher named Jack Cover began the development of the taser gun in 1969, and by 1974 had completed his anticipated project. The death of two high school classmates by a legal gun owner with a temper provided the catalyst for further development. Originally deemed a firearm due to its use of gunpowder as propellant, the US ATF stated that later models were not considered firearms.
